We're used Rufus to install Windows 11 OS manually (clean installed to Local ACC? no Microsoft ACC requirement) for updates Windows, Bios, Firmware (TPM, Thunderbolts...). Windows 10 not supported upgrade to Windows 11 for 7th generation CPU and below, manual fresh install Windows 11 is OK. No OEM or manufacturing restore or reset.
