I've used this for the last several years along with my other Decos that are in my other sales. This wifi router has been reset and will blink blue once you plug it in and allow it to boot up. No instructions included, you'll need to check out TP-Link's website for setting it up (easy to do downloading the Deco app from any app store, Apple or Android).
Plug does have a small crack in it, works fine (see pic). Wall mount included.
