Sealed package from 1989 marked "not for resale" and "For educational use only". Note that there are a few tears in the plastic wrap.
Appears to spiral ring binder with a manual and sleeves/pouches for disks near the back cover. There is a label on the back that states "360 KB format" which I believe is the older 5.25" floppy disk size.
Designed for IBM PC XT AT with at least one floppy disk drive - make sure to review the photos of the packaging where system requirements are listed.
